“穿好一个珍珠项链要有几个要素，首先要有珍珠，珍珠要有质量”“珍珠是什么？就是高质量的上市公司”，2017年2月26日，证监会主席刘士余在国新办的新闻发布会上将“高质量的上市公司”比作“珍珠”，足见他对上市公司质量的重视。截至2017年5月8日，沪深两市共有3232家上市公司，总市值51.23万亿元。随着中国经济和金融市场的稳健发展，中国上市公司的数最与质量均不断提升，但也有个别上市公司鱼目混珠，成为市场乱象的制造者。加强对上市公司的监管成为“题中应有之义”。
