摘要
国家级科研院所作为区域大型科学仪器设备资源的主要集中地,推动其对所属设备的有效共享,是在区域科技资源投入约束条件下,满足区域创新活动对科技基础条件资源需求的有效途径。通过对27家中央驻津院所问卷调查,并借助SPSS19.0软件进行因子分析发现,大型科学仪器设备供给能力、所属单位管理机制、仪器本身属性、政策激励以及共享平台建设等5个因素是当前制约中央驻津院所大型科学仪器设备共享的关键性因素。对于地方管理部门,需要有针对性地在统筹科技资源投入渠道增强设备资源供给能力,引导科研机构管理体制改革,推动中央科研院所加强与地方机构合作,完善供需双向政策激励,以及优化区域共享平台功能等5个方进一步加强,进而实现中央驻津院所大型科学仪器设备的有效共享,服务区域创新发展。
The promotion of large scientific instruments sharing among State-level institutes is the efficient way to meet thedemand of regional innovation activities. Based on questionnaire for 27 the related institutes in Tianjin and factor analysis,we have found 5 disadvantageous factors :large scientific instrument supply capacity, affiliation property managementmechanism, the instrument itself, policy incentives and sharing platform construction. Local government needs to enhancethe capacity of equipment resources supply channels, guide the reform of management system of scientific researchinstitutions, promote the institutes to strengthen cooperation with local agencies, improve the supply and demand of two-way policy incentives, and optimize the regional sharing platform.
