现阶段关于我国失业保险制度功能转型研究

推进供给侧结构性改革是引领经济新常态的必然选择,在此背景下为应对失业风险加大威胁,适应就业领域新常态,保持就业市场稳定和做好去产能行业职工安置工作,需要失业保险制度充分发挥保生活、促就业和预防失业功能。但是目前失业保险制度在理念和制度设计上仍差强人意,难以应对当前就业市场形势。政府需要对失业保险制度进行改革,早日实现失业保险制度功能转型。

The promotion of the supply - side structural reform is inevitable to lead the new normal economy. Ac-cordingly the unemployment insurance system is expected to be transformed functionally in order to cope with the in-creasing unemployment risk, keep up with the new normal trend in the field of employment, maintain the stability of the employment market and resettle workers of those industries to cut overcapacity. Seeing that the current idea and design hinders the promotion role of the unemployment insurance system in the re - employment and prevention of unemployment, the paper thinks that the government needs to define the function of the unemployment insurance system with a clear range of expenditure, expand the coverage of unemployment insurance system to achieve equal rights and obligations, give a full play as the last line of defense and security, and highlight the incentive policy of re - employment.
