Social Governance Mechanism:Conceptual Definition and Framework

社会治理机制是社会治理多元主体之间的相互联系、相互作用的关系以及它们之间的协调运行过程。社会治理机制的构成主要包括两大方面:一是社会治理主体及其相互联系和相互作用的关系,即多元主体协同机制;二是社会治理主体的协调运行过程,主要包括社会治理科学决策机制、社会治理动态调控机制、社会危机协同治理机制等多个机制。社会治理机制是社会治理所需要遵循的一整套规范、程序或模式,是社会治理有效实施的保障。为此,要实现社会治理的科学化,提高社会治理水平,需要在建立和健全社会治理机制上下功夫。

Social governance mechanism is the relation and interaction between the multi--subjects of social governance, as well as their coordinating operation process. Therefore, the social governance mechanism mainly includes two aspects： firstly, the subjects of social governance andtheir interrelationship and interaction, namely, the multi- subjects coordination mechanism, and secondly, the coordinating Operation process of multi--subjects ranging from the scientific decision--making mechanism and dynamic regulation mechanism of social governance, to collaborative governance mechanism of social crisis, etc. Social governance mechanism is a set of norms, procedures or models to which social governance conforms. It also helps to guarantee the effective implementation of social governance. Hence, to realize the scientization of social governance and enhance social governance level, establishing and improving social governance mechanism is necessary.
