立法环节的法治宣传教育思考

新时期立法环节的法治宣传教育在行政主导的法治宣传教育体系中处于源头地位,是深入开展普法宣传教育的有效渠道。为发挥法治宣传教育在国家法治建设中的长期基础性作用,提高法治宣传教育的法治化程度,应当完善立法前法治宣传教育法治模式建设,增强立法中法治宣传教育参与模式的制度建设,促进立法后法治宣传教育体验模式的深入发展。通过"立法前—立法中—立法后"系列法治宣传教育制度建设,实现新时期"被动参与—主动学习—体验法治"式法治宣传教育的转型升级。

The publicity and education of the legal system in the legislative process is an effective channel in promoting the knowledge of laws.In order to play its fundamental role more effectively for the longterm,it is necessary to perfect the legislative mode construction before the lawmaking;strengthen the participative mode construction during the lawmaking;develop the experiential mode after the lawmaking.Thus a upgrading transitional mode in the publicity and education of the legal system in the legislative process can be realized in accordance with the procedure from the passive participation to active learning and then to experience the rule of law.
