On the Strategic Planning and Practice of Administering the Party

党的十八大以来,以习近平同志为核心的党中央认真贯彻落实十八大党建精神,在全面从严治党的实践中提出了许多新理念、新思想、新要求,既进一步丰富发展了新时期党的建设伟大工程战略布局,坚持与发展了新时期党的建设目标、建设主线、党的建设基本布局;又在切实解决党建突出问题的过程中,形成了一套行之有效的管党治党实践方略。在一年一个抓手、以治标推进党的建设的同时,加强党内法规制度建设,致力于以治标促治本、实现标本兼治;同时,又对切实增强全面从严治党的系统性、创造性和实效性提出了新的要求,从而系统深刻地回答了新时期全面从严治党"抓什么、如何抓"这两个相辅相成的问题,形成了比较完整而系统的全面从严治党思想。

Since the 18 th CPC National Congress, the Party Central Committee headed by Comrade Xi Jinping has strictly implemented the Party building spirit and brought forth many new ideas and demands in the practice of strict administration of the Party. All these have enriched the strategic layout of the great project of the Party building and further developed the main line and structure of the Party building in the new period, and thus formed a set of effective Party-administering strategies in the process of resolving those tricky problems of the Party building. At the same time, some more measures have been taken to strengthen the Party's legal system, which is a must for the more comprehensive and stricter governance of the Party. To some extent, what has so far been done has well and profoundly answered the question of' what to do and how to do it'in administering the Party,signaling the formation of the thought of a complete and strict administration of the Party.
