由专业机构实施科技项目的具体管理工作,是我国实施科技计划管理改革的关键步骤,而专业机构良好发挥科技管理职能是科技计划管理改革的核心。本文通过概括专业机构的定位,构建专业机构的项目管理模式及职能体系,分析了我国目前专业机构建设中存在的问题,并提出了针对性建议。

It is a key step in the reform of science and technology plan management that the specific management of science and technology projects will be managed by professional organizations in China. Professional institutions play a good job of science and technology management is the core of the reform. This paper summarizes the orientation of professional institutions,constructs the project management mode and function system of professional institutions,analyzes the problems in the current construction of professional institutions,and puts forward some suggestions.
