2017年3月28日,美国总统特朗普签发《关于促进能源独立和经济增长的总统行政命令》,大力扶持化石能源行业,取消对可再生能源、气候变化、环境保护等领域的支持政策,贬低气候变化议题的重要性,这一切将对未来较长一段时期内美国煤炭、石油、天然气、可再生能源等行业产生深刻影响,也会对国际气候与能源合作造成一定的冲击。中国正在推动产业结构转型和升级,从中美关系全局和中国参与和引领全球治理体系变革角度看,特朗普气候与能源新政对中美平衡贸易关系,做大贸易规模,探索建立新型大国关系提供了更多的可能性。

Donald Trump, President of the United States, signed a sweeping Executive Order on energy independence and economy growth on March 28, 2017, namely greatly supporting fossil fuel energy industry, cancelling the favorable policies for the renewable energy, climate changes, and environmental protection, and so belittling the importance of climate change issues, which would give the profound impacts on those industries including coal, oil, gas, and renewable energy and bring the strike to the cooperation between international climate and energy. Based on the fact that China is facilitating the industrial structure transformation and upgrading, in view of developing bilateral relations and participating pushing forward the global governance, Trump＇s new approach to climate and energy will produce much more possibilities to balance China trade with U.S., make trade scales bigger and find a new type of major powers＇ relation.
