中国燃料乙醇行业健康发展途径探析

为消化玉米等过剩粮食库存,扩大以粮食为原料的燃料乙醇生产规模已经成为了当前的热点话题。然而,盲目扩大以粮食为原料的燃料乙醇生产规模,会进一步加剧当前的产销矛盾,不利于国内成品油市场平稳健康发展,而且扩大以粮食为原料的燃料乙醇生产也不符合国家保障粮食安全的政策要求。要使燃料乙醇行业健康发展,应加快市场化改革步伐,统筹化石能源与生物质能源的发展定位和规划,明确燃料乙醇技术路线,加大政策扶植力度,加强油品市场监管,促进行业持续稳定发展。

Expanding the grain as the raw material of fuel ethanol production for digesting surplus grain stocks such as corn has become a heated topic in the current.However,blindly expanding grain as the raw material for the scale of fuel ethanol production will further aggravate the contradiction between production and sales,which neither facilitate stable and healthy development of the domestic refined oil market nor conform to the national policy for food security guarantee.Fuel ethanol industry should speed up the pace of market-oriented reform,coordinate development position and plan of fossil energy and biomass energy,and strengthen product market regulation by taking the experience of the United States fuel ethanol as reference to promote sustainable and stable development of the industry.
