中俄如何在“一带一路”中深化战略协作

Deepen Sino-Russian Strategic Cooperation Through the "Belt and Road" Initiative

俄罗斯近年来国力下降,受到西方孤立,对中国战略倚重加强,加之"一带一路"国际倡议总体上符合其战略利益,有条件成为共建"一带一路"的重要战略伙伴。"一带一路"国际倡议规模宏大,对欧亚大陆乃至世界格局影响深远。中俄在"一带一路"框架下开展战略协作必然面临诸多挑战,为此须充分考虑到中俄各自的优势与特点,利用好中俄关系在高水平稳步发展的有利条件,合理规划战略协作路径,以"丝绸之路经济带"与欧亚经济联盟对接合作为核心内容推动中俄战略协作,发挥好上海合作组织在"一带一路"建设中的作用,构建"一带一路"建设所必需的域内外良好环境。

Russia has experienced a decline in its national power in recent years and has been isolated by the West, so it is more reliant on China strategically. Furthermore, as the ＂Belt and Road＂ international initiative generally complies with its strategic interests, it has the conditions to become an important strategic partner for co-developing the ＂Belt and Road＂ initiative. The said international initiative is a grand one, having far-reaching influence on the Eurasian continent and even the world pattern. The Sino- Russian strategic cooperation under the ＂Belt and Road＂ framework will undoubtedly face many challenges, so they should take full account of their respective advantages and characteristics, employ their good relationship which is now developing steadily and at a high level, make reasonable planning on strategic cooperation path, deepen their cooperation by mainly creating a link between the ＂Silk Road Economic Belt＂ and the Eurasian Economic Union, let the Shanghai Cooperation Organization play a proper role in the initiative, and cultivate a good overseas environment necessary to the development of the initiative.
