基于AHP-熵值法的游艇旅游制度评价研究

The Evaluation Study on Institutional System of Yacht Tourism based on AHP-entropy Method

制度是制约当前游艇旅游发展的关键因素。文章构建了游艇旅游的正式和非正式制度评价指标体系,运用问卷调查和访谈法获取数据,采用熵值法和层次分析法的各自优势对评价指标进行综合赋权,并利用模糊评价法对我国游艇旅游制度体系进行综合评价。研究结果表明,除内部非正式制度处于一般水平外,我国游艇旅游发展的正式制度及外部非正式制度均处于中低水平,游艇旅游制度建设迫在眉睫。建议重点理顺游艇旅游管理体系,完善相关行政管理制度;开拓游艇旅游金融保险服务;推动游艇旅游人才队伍建设;培养游艇旅游消费文化等,以营造游艇旅游发展的良好制度环境。

Institutional system is the key factor which restricts the development of yacht tourism in China.The paper constructs the formal and informal evaluation index systems,obtains the data by questionnaire and interview methods,applies the comprehensive weight of AHP-entropy method,and conducts the fuzzy evaluation of institutional system in the end.The result shows that in addition to the internal informal institutions which is in a general level,the formal system and external informal system are at low levels,improving the system of the yacht tourism system is imminent.The paper puts forward suggestions like straightening out the yacht tourism management system and perfecting the yacht tourism administrative management,improving the financial services,cultivating professionals of yacht tourism industry,developing consumption culture and creating agood atmosphere to yacht tourism development.
