政策工具视角下民办高校分类管理的障碍及突破

The Obstacles and Breakthrough of Classified Management of Non-governmental Institutions of Higher Learning from the Perspective of Policy Tools

分类管理既是缓解民办高校资金困境的需要,也是构建良性高等教育市场的需要,这方面,国外私立高校分类管理实践为我国提供了借鉴。从政策工具视角分析,民办高校分类管理存在权威工具过度、激励工具不足、能力建设工具缺位、符号和规劝工具失灵以及学习工具缺失等诸多障碍。要推进民办高校分类管理工作,需优化政策工具的选择,做到合理使用权威工具,明确激励工具的可操作性,建立能力建设工具的政策支持体系,发挥符号和规劝工具的积极作用,主动探索学习工具的创新机制。

Classified management of non-governmental institutions of higher learning is the need for relieving their financial diffi -culties and building a healthy market of higher education .The practices of classified management in foreign private universities also provide inspirations and references in our country .From the perspective of policy tool analysis , classified management of non-governmental institutions of higher learning has the obstacles of excessive authority , inadequate incentive , absence of capaci-ty building , failure of symbol and persuasion tool , absence of learning tool etc .To promote the implementation of classified man-agement policy and objective , it is necessary to optimize the choice of policy tools , ensure appropriate and reasonable use of “au-thority tools”, clarify and refine the operation scheme of “incentive tools”, promote the effective improvement of “capacity build-ing tools”, play the positive role of “symbol and persuasion tools”, and take the initiative to explore the innovation mechanism of“learning tools”.
