摘要
民族自治地方经济社会发展自主权是民族区域自治权的具体化和法律化,是指民族自治地方在宪法和法律规定的权限内,结合自身经济、社会的特点,以促进发展为目标,自主地选择行使、自主地享有权益和自主地承担责任的权利。民族自治地方经济社会发展自主权既是一种权利,也是一种权力。从权利存在的形态来讲,民族自治地方经济发展自主权可以划分为应有权利、法定权利和现实权利。
The autonomous right of economic and social development in the national autonomous areawhich is a kind of legal right that the national autonomous area manages and develops its own society and economy independentlywithin the rights stipulated by constitution and laws is the concretion and legalization of the regional ethnic autonomy.The autonomy of economic and social development in the national autonomous area is a right, but also a power,which can be divided into due rights, legal rights and actual rights.
