西南少数民族地区的开放型发展——基于中越跨境经济合作区的视角

THE OPEN-ORIENTED DEVELOPMENT IN THE SOUTHWESTERN MINORITY AREA: FOCUSING ON THE SINO-VIETNAMESE CROSS-BORDER ECONOMIC COOPERATION ZONE

跨境经济合作区的制度起点可以追溯到以免税为特征的边民互市贸易和以保税为特征的保税区。中越跨境经济合作区应定位于为边境贸易提供便利的跨境商贸区,实现生产要素跨境自由流动的自贸区,以及促进产业集聚的国内开发区。短期内,应借鉴霍尔果斯"前店后厂"模式,先期建成具有免税性质的跨境商贸中心,在中方一侧建设工业配套中心作为支撑;长期内,应同东盟签订自贸区升级版的试行版,建设生产要素自由流通的跨境工业区;路径上,可借鉴我国海外经贸合作区以知名龙头企业为开发业主的工业地产PPP模式。

The starting point of the system of cross-border economic zone can be traced back to the duty-free border trade among border residents and the exempt-zone. The Sino-Vietnamese cross- border economic cooperation zone should be located as cross-border business and trade zone that provides favorable conditions for border trade, FTA for the free transportation of production materials and domestic exploitation zone for promoting industrial centralization. In the short term, it should draw experience of the Khorgos model of ＂front stores and back factories＂ . A duty-free cross-border business and trade center is built in the pioneering stage, supporting by the industrial assorted center built in the side of China. In the long term, it should try out to upgrade the CAFTA and built cross-border industrial zone for the free circulation of production materials.In terms of the path, the industrial property＇ s PPT model which takes the well-known leading enterprise as the main developer in the overseas economy and trade cooperation area of our country can be used for a referenc.
