摘要
基于扎根理论,通过访谈获取应急管理者在处理突发事件时的核心经验,归纳总结管理者的应急决策模式。被试系从事应急决策工作十年以上、具有丰富经验的管理者,利用录音设备收集其应急决策经验,转录为逐字稿,并使用QSR Nvivo 8.0软件进行处理和分析。研究结果如下:管理者的应急决策过程包含信息获取、问题界定与目标确定、方案设计与选择以及实施四个阶段;影响应急决策的主要因素包含管理者的价值观、经验、情绪、意志力及沟通协调。以上两部分组成了管理者的应急决策模式。
The grounded theory is used to guide collecting experience of emergency managers through interviews inorder to obtain a complete emergency decision - making model. The subjects are the experienced people who have led or taken part in emergency management for more than 10 years, and the recording devices are used to collect their emergency decision - making experience, and QSR Nvivo 8.0 software is applied to process and analyze the transcript. The main results are as follows, emergency decision -making process in- cludes four stages: information acquisition, problem definition & goal setting, project design & selection, and implementation. The main factors influence the emergency decision include the values, experience, emotion, will power and communication of the managers. These two parts form the model of managers' emergency deci- sion - making.
