This paper introduces the characteristics of satellite communication technology, application of cognitive radio technology, system resource allocation technology model; based on OFDMA multiple address access method, analyzed application status of the cognitive radio technology in satellite communication system, the model of cognitive radio satellite communication system was designed in this paper.
