农民合作社规范化发展研究——基于对山东省部分合作社的调查

Research on Standardization Development of Farmers Cooperatives——Based on the Investigation of Partial Cooperatives in Shandong

农民合作社为农村地区经济社会发展做出了巨大贡献,但其运作过程中的不规范现象逐渐影响合作社自身的发展。以山东地区部分农民合作社的调查数据为基础,运用因子分析的方法对合作社规范化水平进行度量,进一步使用有序probit模型与广义矩估计(GMM)相结合的方法分析合作社规范化的影响因素,包括注册资金、注册商标、成立年限、财政扶持等进行分析,结果表明合作社规范化程度不高且个体差异较大,注册资金越多、有注册商标的合作社越规范,地方财政扶持的对象不完全符合合作社规范化要求。因此,合作社要根据实际情况来规范自身发展,注册登记时要保证足额的成员出资,积极注册商标来规范生产销售,设立完善组织管理机构来规范经营,政府要加大对合作社的扶持力度,规范财政扶持的对象选取等。

Farmers cooperatives have made great contributions to the economic and social development in rural areas,but the non-standard phenomena in the process of development gradually affect the development of cooperatives. Based on the survey data of farmers＂ professional cooperatives in Shandong,the method of factor analysis is used to measure the standardization level of Cooperatives, use the combination of the Ordered Probit Model and the Generalized Method of Moments to analyze the impact of factors of the standardization of Cooperatives, including the registered capital, registered trademarks,the establishment of age, financial support, etc. It is concluded that the standardization level of cooperatives is generally low and the difference is relatively large, Local financial support does not meet the requirements of standardization, the more the registered capital and registered trademark, the more standardized Cooperatives. Therefore, we should base on the actual situation of Cooperatives to regulate the development,ensure the full amount of registration capital contributions,register trademarks actively to regulate production and sales,establish and improve the organization and management agencies to regulate the operation, the government should increase efforts to support cooperatives as well as regulate the financial support of object selection,etc.
