2004年,中国共产党十六届四中全会上,我们党通过文献的形式郑重提出了"党要管党、从严治党的方针,这一方针是在总结中国共产党长期的管党治党经验基础上提出的,具有里程碑的意义。无论是新民主主义革命时期,社会主义建设时期和改革开放以来,中国共产党始终坚持从严治党,从而带领全国人民取得了一个又一个胜利。但是,中国共产党作为中国唯一合法的执政党,作为世界上最大的政党,腐败风险客观上也更大,加上前些年的反腐败欠账,使得今日中国社会反腐败殊为不易,对执政党来说,挑战更为严峻。习近平总书记指出,我们党要实现自己的历史使命,还需走好新的长征路,要克服前进道路的任何艰难险阻,继续带领人民实现中华民族伟大复兴的中国梦。在中国,办好任何事情,关键在党,关键在我们要有一支坚定共产主义信念的党员干部队伍。曾几何时,我们的干部队伍中出现了诸多问题,象腐败高发、信念缺失、宗旨意识淡漠等等,严重影响了党和政府在人民群众中的形象,削弱党的战斗力和凝聚力。十八大以来,以习近平同志为核心的党中央痛下决心、力挽狂澜,高举反腐败的大旗,坚持"老虎苍蝇一起打",掀起了从严治党的新高潮。我们要总结过去,探索规律,把从严治党的工作抓紧、抓好、抓实,以保证我们党在纷繁复杂的国际国内斗争中,始终走在时代前列,始终立于不败之地。
