智慧城市的投影寻踪评价模型与实证研究

Projection Pursuit Model for Evaluation and Empirical Research of Smart City

为应对金融危机及各种城市问题,发展智慧城市是当前城市建设的重要举措。该文从五个方面构建了17个指标组成的智慧城市评价指标体系,同时收集了14个城市2010年-2014年的数据,建立了智慧城市投影寻踪评价模型,对这五年各城市的智慧化发展水平和各个评价指标的重要性进行排序和分类研究。建模结果表明:广州、深圳、上海、北京的智慧化水平始终处于前列;17个评价指标中,前11个指标占总权重的83.4%。根据评价结果提出提升城市智慧化水平的建议,同时利用TOPSIS法和主成分分析法对城市智慧化水平进行评价,说明投影寻踪这种评价方法的科学性和合理性。

In response to the financial crisis and a variety of urban problems, developing the smart city is an important method of the current urban construction. From the five aspects of information infrastructure, public ad- ministration and service, urban value realization, scientific and humanistic quality, wisdom environmental conditions, this paper builds a smart city evaluation index system with 17 indexes. First, the paper collects data of 14 cities from 2010 to 2014 and establishes the projection pursuit model for evaluation of smart city. Then it sorts and classifies the intelligence development level of each city in the five years and the importance of each evaluation index. The results show that the wisdom level of Gnangzhou, Shenzhen, Shanghai and Beijing is always in the fore-front. The most important eleven indexes take up 83.4% of the 17 indexes. According to the evaluation results, some suggestions for improving the city intelligence level are provided. At the same time, by using the TOPSIS method and principal component analysis method, it illustrates that this projection pursuit evaluation method is scientific and reasonable.
