在城市化对空间日益渴求的进程中,针对粮食生产核心区农村宅基地现状及存在问题,探讨在权利不清、制度缺失前提下集体土地入市流转政策和措施,研究提出,当前宅基地管理应采取疏导方式而非强堵,宜通过科学引导、明确产权、严格管理、合理分配、加强监督等措施来审慎推进宅基地入市。
