论国际组织表决机制发展中的中国话语权提升

On the Promotion of Chinese Discourse Power in the Development of International Organization Voting Mechanism

国际组织表决机制在其长久的演化中表现出新的样态。表决分配机制将以平权与加权分配并重,而表决集中机制将以多数表决通过为主导,协商一致因其低对抗性的特点或将是未来的主流选择。但现有表决机制不仅对日益崛起的中国大国地位形成挑战,还使中国的国际话语权面临现实挑战,并将制约着规则制定中的中国话语权。对此,中国应以大局为视角,以微观为切入点,于现有规则体系之内,强化自身实力并将实力转化为切实的话语影响力;于规则体系之外,寻求建立符合和平共赢理念的新表决规则。

Voting mechanism of inter-governmental international organizations has shown some new kinds of modes in its long evolution. Both equal and weighted distribution will be of great importance in vote allocation mechanism and vote centralized mechanism will be dominated by the form of majority vote, while consensus may become the best choice for its low-antagonism in the future. However, existing voting mechanisms chal- lenge the status of China as a great nation, suppressing the spread of Chinese discourse power, and imposing restrictions on Chinese discourse power in the rule-making. To respond to the new challenge from voting mecha- nism, we should strengthen our own power and convert it into tangible influence of discourse in the existing system of voting rules, and seek the establishment of new rules in line with the concept of peace and win-win out- side the system of voting rules.
