On the Broadcasting Reports of Legislation News

在全面推进依法治国的当下,立法工作成为新闻报道的重点之一。综合分析立法工作特点和新闻传播规律,做好立法新闻报道,应着重把握好以下四对关系:一是新闻"热点"与立法"冷点"的关系,多从与立法密切相关的社会热点新闻事件切入,为立法报道"升温";二是立法报道"通俗性"与"准确性"的关系,多做解释性报道,注重报道语言的通俗化,但同时要准确表述立法工作术语,不可贻笑大方;三是"静态"报道与"动态"报道的关系,多呈现立法者的多元意见表达及观点交锋,多报道开门立法、民主立法的立法过程,化静为动,让立法"活"起来;四是"点性"报道与"线性"报道的关系,不仅要做好法律制定、修改环节的报道,还要突破时间局限,注重对法律施行、执法检查等节点进行深度策划,形成连续的线性报道。

Under the legislation based state ruling, legislation is a highlight of news broadcasting. This paper comprehensively analyzes the characteristics of legislation endeavours and news broadcasting and points out the key to effective reports of legislation news involves four relations： the ＂hotness＂ of news versus the ＂coldness＂ of legislation affairs, to which the approach is to phase into the legislation topics from related hot social news to add to the ＂hotness＂ of legislation news; popularity versus accuracy, to which the approach is to provide explanatory reports adjust news report language while accurately using legal jargons and avoiding unfortunate ridicule; ＂static＂ report versus ＂dynamic＂ report, i.e. providing more reports of legislators＇ views and debates, of transparent, people-involved and democratic legislative procedures, to add to the vividness of legislation reports; ＂point-wise＂ report and ＂linear＂ report, i.e. not only reporting the making and modification of laws, but also breaking out of the limit of time, following up the implement and enforcement of laws and ensuring the continuity of relevant news reports.
