农村土地承包经营权流转与地方政府绩效考评

基于四川南充JL区两个相邻试点村落农村土地承包经营权流转实践的案例分析,发现农村土地承包经营权流转中的农民利益难以得到有效保护,尤其是政治利益和经济利益。地方政府乱作为与不作为是农村土地承包经营权流转中农民利益保护不力的主要原因之一,其同当前政府绩效考评缺乏合理性密切相关。要确保地方政府在农村土地承包经营权流转中真正代表农民、根植农民和服务农民,需要构建独立科学、多元主体协同合作、评价指标体系多样化、奖罚行为分明、责任落实到位的地方政府绩效考评体系。

It is difficult to get an effective guarantee for the farmers＇ legitimate interests in the process of rural land use rights transfer, especially the political interests and economic interests. One of the important reasons why farmerg legal rights and interests are often violated is that the local government takes some wrong actions or does not take any action, and this phenomenon is closely related to the lack of rationality with the current government performance appraisal. In order to safeguard the farmers＇ interests effectively, it is necessary to build local govern- ment performance appraisal system that includes multiple players, diversification of evaluation index system, clear reward and punishment for its behaviors and responsibilities.
