To be honestly, China will remain in the primary stage of the socialism while the development is the key to solving all the problems. The new development concepts as ＂green, open,innovation, coordination and sha- ring＂ is actually the guideline to strengthen the momentum of development, harness the potential advantages and break the practice difficulties. The scientific and technological innovation is a key support for practicing the New De- velopment Concept, the key driver of the sustainable development, the key weapon of the balanced development, the key methods to the harmony between man and nature, the key areas of the internal and external linkage and also the key supply of the social fairness and justice.
