摘要
从"Bayh-Dole"法案的立法动因和基本内容的系统回顾出发,探讨其得以有效运行的制度要素,并结合我国现行法制政策的移植效果,在比较分析的基础上进行制度引导,以期对我国公共财政资助科研成果所获之知识产权的归属和管理问题有所裨益。
