Independent Supply and Market Supply of Agricultural Production Service: Relationship and Policy Implication

农业供给侧结构性改革明确要求合理配置生产要素,而在农业生产服务中,自主供给和市场供给是农户进行生产要素配置的两种重要途径。基于9省区农户调查数据的实证研究表明,在现有土地经营方式下,自主供给与市场供给之间并无显著相关关系,但在考虑生产品种差异的情况下,两者会出现互补或者替代关系。因此,在制定农业生产服务政策时,应充分考虑品种结构、环节特性等情境因素,以全面提升政策效果。

Supply-side structural reform in agriculture requires rational allocation of production factors,and in agriculture production service,independent supply and market supply are two important ways to allocate the production factors. According to the empirical analysis in the area of nine provinces,there is no correlated relationship between independent supply and market supply,but there is the relation of substitution or complementary effect between them if considering the production variety differences. Thus,when establishing the rural production service policy,it is necessary to fully consider the factors such as variety structure and the link feature so as to overaly upgrade the policy impact.
