摘要
已有研究多关注大学发展总规划的编制,极少探讨专项规划编制的意义与方法。从大学战略管理"上下协同"的理念出发,论证了专项规划编制是大学战略管理"上下协同"的交汇点、是战略制定与实施有机交融的连接点,并以中国劳动关系学院为案例,介绍了编制专项规划的科学方法:形成行政权力与学术权力共享管理的工作机制;兼顾"控制"与"协同",处理好专项规划与总规划的关系;"多规协同",协调好专项规划间的关系;强调操作性,实现战略制定、实施、评估一体化。
General planning is paid much attention in the existing research papers, in contrast, ad hoc planning is rarely noticed. This paper argued that ad hoc planning is the covering point of cooperation between up and down in strategic management of universities, and the joint of strategy formulation and implementation. Then, take China Institute of Industrial Relations as an example, which introduces the effective methods of making ad hoc plan. These methods include: building the mechanism of sharing management between academic power and administrative power; taking care of control and coordination between general planning and ad hoc planning; formulating synergies between different ad hoe plans; emphasizing operability of ad hoe plan to achieve the trinity of strategy formulation, implementation and evaluation.
