城市社区公共设施脆弱性内涵、源流及治理路径研究

The Connotation, Influence Factor Analysis and Governance Path Selection of Urban Community Public Facilities Vulnerability

在城市社区公共设施安全问题研究中,引入"脆弱性"这一概念,通过内涵界定、源流分析及治理路径选择,初步构建城市社区公共设施的研究框架。首先对脆弱性内涵和城市社区公共设施内涵相关文献进行梳理,进而对城市社区公共设施脆弱性内涵进行界定;其次,从外部扰动和设施自身特性两个角度,开展城市社区公共设施脆弱性源流分析,研究发现,自然因素、社会情境破坏、使用行为不规范与外围活动非安全性是影响城市社区公共设施脆弱性的外部因素,规划设计缺陷、建设质量不符合要求与运营检测维护不及时到位是影响城市社区公共设施脆弱性的内在因素;最后,分别从主体和制度两个层面提出相应的治理路径。

The article introduced vulnerability to the research of urban community public facilities security and constructed a research Framework of urban community public Facilities vulnerability： the connotation of definition, characterization, influence factor analysis and governance path selection. Natural factors, social situation damage, unreasonable use are the external factors. Improper planning, construction and operation maintenance are the intrinsic factors. On basis of this. from two aspects such as the main body and the system, we put forward the corresponding governance measures.
