摘要
在科学、合理地评价区域生态效率中,由于传统序关系分析法(G1)在确定指标权重时主观性过强,导致评价结果的科学性出现偏差。鉴于此,有必要通过融合主观经验与客观观察数据的组合G1法重新确定权重,在考察指标数据增长程度的基础上,充分运用考虑了动态激励因素的G1-TOPSIS法,对区域生态文明建设的成效进行区域生态效率的动态评价,以获得更加科学的评价结果,更好地指导区域生态文明建设工作。运用新的评价方法对东部11个省市区域生态效率的动态评价和分析表明,11个省市的区域生态效率存在明显差异,而区域生态文明建设的制度设计和政策法规的完善程度、公民参与度的高低对生态文明建设的成效具有至关重要的作用。
In the scientific and reasonable evaluation of regional eco - efficiency, the traditional ordinal relation analysis ( G1 ) in determining the index weight will lead to the deviation in the final evaluation results. Thus, it is necessary to combine the subjective experience with the objective observation data to determine the weights by G1 method. On the basis of investigating the growth degree of the index data, we have made full use of the G1 -TOPSIS method which takes into account the dynamic excitation factor, and obtained the dynamic evaluation of the regional eco - efficiency on the regional eco - civilization construction in order to obtain more scientific evaluation results, and better guide the construction of regional eco - civilization. Through using the new evaluation method, the dynamic evaluation and analysis of the regional eco - efficiency of eleven provinces and cities in eastern China reveals their obvious differences in the regional eco - efficiency. However, the institutional designs of the construction of the regional eco - civilization, the perfection of the policies and regulations and the degree of citizens' participation are of vital importance to the construction of eco - civilization.
