贸易新常态下的全球经济治理新框架和中国对外开放战略研究

Research on new framew ork of global economic governance under new normal trade and China's opening to the outside strategy

自冷战以来,全球经济一体化的发展实现了世界范围内商品和要素的自由流动,促进了世界经济的增长,并建立了与此相适应的世界经济体系。然而,随着各地区政治经济发展的不均衡,发展中国家在全球贸易体系中的地位逐年提高,全球贸易已从"高速增长、美国核心、中国驱动"的旧常态向"增速放缓、三足鼎立、区块结构"的新常态演变。本文以全球贸易新常态为研究基础,提出应建立与经济、政治结构相适应的全球经济治理新体系,分析中国所面临的内外部环境以及在对外贸易中存在的两大主要问题,站在中国发展的角度提出"一带一路、三足鼎立"的改革开放新战略。

The economic globalization has realized the free flow of the commodities and the factors globally, promoted the world economy and established the suitable world economic system. But with the unbalanced political and economic develop- ments in different regions and the position improvement of the developing countries in the global trade system, the global trade has evolved from the old normal state of＂ High-speed increasement, America-core, China-driven＂ into the new normal state of ＂Slowing down the speeding,Tri-pod stand, Regional structure＂. On the basis of the study of the new normal state of the global trade, this paper has suggested the theory of the suitable establishemnt of new global economic governance system, analyzed the new changes in and outside China and the two main problems in the trade, and put forward the new open innovation strategy of ＂The Belt and Road Initiatives, Tri-pod stand＂ from the angle of Chinese development.
