医保支付方式变革对医疗机构发展战略的影响分析

Analysis on the influence of medical insurance payment reform on the development strategy of medical institutions

医保支付方式与医疗机构发展战略之间是一种相互影响、相互制约的关系。不同医保付费模式会影响医疗机构发展战略的选择,医疗机构的发展也会对医疗改革形成正向或负向的反馈。通过对不同医保支付模式的分析,认为医疗机构在按服务收费模式下会选择规模扩张战略、在预付制下会选择成本领先战略、在按结果付费模式下会选择差异化和集中化战略,三种模式各有优劣。

The relationship between medical insurance payment and development strategy of medical institutions is mutually influenced and restricted. Different medical insurance payment mode will have different effect on the development strategy of medical institutions, and the development of medical institutes also have positive or negative impact on the medical reform. Through the analysis on different medical insurance payment model, this paper found that medical institutions with payment by service will choose the scale expansion strategy, medical institutions with imprest payment model will choose the cost leadership strategy, medical institutions with payment by results will choose differentiation and focus strategy. Three models have their own advantages and disadvantages.
