本文结合新疆策勒县农村富余劳动力转移就业面临的瓶颈问题,探索如何制定合理的政策,使农民能够在农业生产中获取合理的收益,为新疆策勒县实现社会和谐稳定、经济社会发展和十三五脱贫奠定坚实基础。

This paper combines the bottleneck problem of rural surplus labor transfer employment in Xinjiang Qira, and explores how to develop reasonable policy,making farmers get a reasonable profit in agricultural production.It lays a solidfoundation for realizing social harmony and stability, economic and social development,and the 13th Five-Year out of poverty.
