高校学术委员会制度建设的现实困境及路径选择——基于云南省11所本科院校章程的文本分析

The Realistic Dilemma and Path Choice of Construction of the Academic Committee System in Colleges and Universities——A Textual Analysis of the Charters of Eleven Universities in Yunnan Province

高校学术委员会制度建设是彰显教授治学以及完善现代大学制度的重要保障。大学章程作为高校的"宪法",其对学术委员会制度规定的科学性、完整性和规范性是大学章程完善与否的标识性特征。通过对所选取的云南省11所本科院校章程文本分析发现:高校章程中有关学术委员会制度建设还存在诸如功能及定位不清、机构设置及其权责关系不明、委员构成及产生方式单一、工作规则及运行机制不健全等尚需解决的困境。因此,面对国家教育综合改革的不断深入,加强高校学术委员会制度建设,应以高校章程内容和体系完善为抓手,在章程中恪守学术委员会制度的价值理念、明晰学术委员会各主体间的权责关系、构建科学合理的学术委员会运行与监督机制以及营造良好的学术委员会践行环境。

The construction of the academic committee system in colleges and universities is an important guarantee for academ- ic governance in the university and the perfection of modern university system. And rules of the academic committee system are the key part of a university charter, whose scientificness, integrity and normality reflects its perfection. Text analysis of charters of eleven undergraduate colleges and universities Yunnan province reveals such deficiencies in the present academic committee system in China as unclear functions and positioning, vague institutional settings and responsibilities, monotony in composition and production of the members, and imperfection of work rules and operational mechanism. Therefore, with the deepening of the national education comprehensive reform, to strengthen the construction of the academic committee system in colleges and univer- sities, we can begin from the improvement of the content and system of university constitutions. Specific suggestions include a- biding by the values of the academic committee system; clarifying rights and duties of the various bodies in the committee; and constructing scientific and reasonable mechanisms for the operation and supervision of the organization. What＇ s more, we should try to create a good practice environment for the academic committee.
