社会组织孵化是指社区社会组织在萌芽状态或者成立初期,社区社会组织孵化存在政府扶持力度不足、内部管理机制不健全、社区社会组织人员专业素质不强,志愿队伍不稳定等突出问题,应从政府、市场等方面在政策、资金、组织内部结构上对其加以支持和帮助,实现其从无到有的动态性发展过程。

The social incubator refers to the community social organization in the early bud or the initial stage of establishment. In this period, there are some problems in the community social organizations such as inadequate government support, inadequate internal management mechanism, weak community social organization personnel professional quality, volunteer team instability. We should support and help the community social organization from the government, market and many other aspects,and help them in the policy, capital, organization internal structure to achieve its dynamic development process from scratch.
