新比较经济学视角下产业结构升级中的政府职能选择——基于美国、日本、拉美地区的历史数据研究

The Choice of Government Function in the Upgrading of Industrial Structure from the Perspective of New Comparative Economics—Based on the Historical Data of the United States,Japan,Latin America

本文以政府职能选择为研究对象,以新比较经济学为研究方法,通过对美国、日本、拉美地区的纵向和横向比较研究,探究产业结构升级中政府职能的选择范围。研究表明:(1)建立基础性经济制度是产业结构升级中政府职能选择的首要任务;(2)产业政策的制定应以充分尊重市场机制为基本原则;(3)合乎时宜的制定有针对性的政策体系是实施产业政策的重中之重。

In this paper,we use the choose of the government functions as the research object,use the new comparative economics as the research method,through the vertical and horizontal comparative study to the United States,Japan and Latin America,to probe into the scope of government function selection in upgrading of industrial structure. Research shows that: 1) the establishment of the basic economic system is the primary task of the government functions in the process of industrial structure upgrading; 2) the formulation of industrial policy should be to fully respect the market mechanism as the basic principle; 3) making timely according to the policy system is the priority among priorities in implementing the industrial policy.
