京津冀生态环境治理问题与机制研究

Environment in the Beijing-Tianjin-Hebei Region

长期以来,京津冀地区的生态环境建设进程缓慢,跨区域的生态环境治理面临着许多制约因素,生态环境并无明显改善,甚至恶化。推动京津冀生态环境协同治理的多元主体路径,应完善政府、企业、社会组织、公众多元激励机制,以形成自励式的协同治理,推动京津冀地区的生态环境保护。

For a long time, the ecological environment construction in the Beijing- Tianjin-Hebei region has been slow, and the ecological environment governance in this region has faced many constraints. The ecological environment has not improved significantly, and become even worse. Through the analysis of the existing ecological governance problems andshortcomings, we propose multiple paths to improve the ecological environment in the collaborative governance of Beijing-Tianjin- Hebei. The cooperation among government, enterprises, social organizations and the public should be improved to form diversified incentive mechanism and collaborative governance of self-motivation, and thus improve the ecological and environmental protection in the area of Beijing- Tianjin- Hebei.
