摘要
经过多年的探索与实践,美国陆军在资源管理方面积累了大量经验,形成了较完善的组织机构和较成熟的管理思想、方法。其加强资源集中统管、突出需求牵引优化资源配置、利用横向合成组织化解资源分配矛盾、依托信息手段采用绩效评估提供管理效益的做法,对我军资源管理具有借鉴作用。我军陆军资源管理也应坚持规划计划主导资源配置、绩效评估贯穿始终、信息技术有效支撑、法规体系提供可靠保障,从而提高管理综合效益。
After years of explorations and practices, the US Army has accumulated a lot of expe-rience in resource management so as to form relatively perfect organization institutions and mature management ideas and methods. Its practices in strengthening the centralized management of re-sources ,highlighting the demand-driven optimization of the resource allocation , using horizontal syn-thetic organizations to resolve the resource distribution conflicts and relying on information media and performance evaluation to provide management effectiveness, can be used for reference in the resource management of the PLA. Our army should also adhere to the planning-oriented resource allocation, performance evaluation from beginning to end, effective support with information technology and reli-able guarantee by regulatory system so as to raise the comprehensive benefits of management.
