Study on health city starting and construction in Shenzhen based on Three Circle Theory

健康城市已成为世界卫生组织的行动战略。健康城市的发展与实践已得到证明是实现人人享有卫生保健和促进人民健康的最有效途径。通过采用公共政策制定工具——"三圈理论"对深圳经济特区启动健康城市建设的价值、能力和支持分别进行分析,并依此得出深圳启动建设健康城市的关键点在于——健康城市的公共价值应被政府充分认识,以及迅速提升人口规模、食品安全和健康城市宣传策划等问题的解决能力。

Healthy city has become the World Health Organization＇s action strategy. The development and practice of healthy cities have proved that it is the most effective way to realize the health care and promote the health of the people. Starting and one public policy development tool which called by ＂ three circle theory＂ was used to study on health city construction in Shenzhen by value, ability, support for analysis, and got the conclusion that the health city＇ s public value should be fully aware of the government, as well as the rapid increasing in population size, food safety, health, urban planning and other issues.
