在国家新的科研项目体系下,做好科研项目经费的使用和管理更加重要。通过对目前医学类科研院所科研经费使用和管理现状进行分析,提出科研经费使用和管理中存在的问题,分析其产生的原因,并针对这些问题提出加强管理部门和课题组人员合作、加强科研经费管理和使用培训、建立单位内部的经费使用信誉评价及奖惩制度、建立基于网络的经费信息化管理平台、加强外拨经费管理等改进建议,确保做好科研项目经费的使用和管理,使其发挥更大的效益,促进医学类科研院所的发展。

Under the new system of national scientific research projects, the use and management of funds for scientific research projects is more important. We analyzed the current situation of the use and management of scientific research funds, and put forward the problems in the use and management of scientific research funds ,then analyzed the causes, and offered some improvable proposals such as strengthening the cooperation between management departments and subject group, strengthening training on management and use of scientific research funds, establishing credit evaluation and reward or punishment system, establishing informational management platform for funds based on network, strengthening the management of cooperation funds. Our proposals could help to improve the management and use of the scientific research funds, so that it could be more effective and promote the development of medical scientific research institutes.
