深圳鼓励总部经济政策对总部企业的影响分析

摘要 本文研究了深圳自2012年颁布实施了《深圳市鼓励总部企业发展暂行办法》以来,该办法实施的贡献奖奖励、住房补贴及人才政策对总部企业的发展起到了多大的作用和效果。深圳市鼓励总部经济发展暂行办法政策实施之后,深圳总部企业的主要运营指标,包括营业利润、营业利润率、深圳纳税总额、形成地方财力纳税额、研发经费支出、资产状况等指标,政策实施前后结果存在显著差异,只有营业收入差异不显著。这些指标存在显著差异性.说明总部企业在盈利能力、研发能力、资产结构方面得到改善,办法对深圳产业丹级与改善营商环境发挥了作用,将会吸引更多总部企业入驻深圳。这个结论说明暂行办法对总部企业在整体上有积极促进作用。 This article investigates Shenzhen' policy encouraging headquarter enterprise to develop, the result shows that since this policy had been taken place, some operational index of those headquarter enterprises had improved much, there is significant differential between before and after this policy beginning, like operational profit, the ratio of profit to revenue, tax levying, local government income from tax levying, R&D expenditure, asset status, only but sales income. The result means that the encouraging policy had played an important role in developing conglomerates in Shenzhen city.
