摘要
人才合作是经济协同发展的重要基础和支撑。京津冀协同发展的根本在于科技人才协同,探明三地科技人才数量及均衡程度是人才合作的前提。文中主要就京津冀地区科技人才进行数量化研究,提出京津冀科技人才分布模型,并从影响科技人才数量的2个主要因素:经济发展状况、科技研究环境进行了实证研究。研究采用2003—2014年的相关数据进行回归分析,发现经济发展状况、科技研究环境对区域科技人才数量的影响显著,验证了提出模型的合理性和科学性,并在京津冀一体化战略实施背景下提出政策启示。
Talent cooperation is the important foundation and support of economic development. The coordinated development of Beijing-Tianjin-Hebei lies in the corporation of scientific and technological talents. Furthermore,the quantity of scientific and technical talents is the precondition of talent cooperation. This article takes quantitative research on the quantity of scientific and technical talents in Beijing-Tianjin-Hebei and establishes talents number estimation model, carrying on the empirical research about two main factors:economy, science and technology research environment. The regression analysis on the relevant data of 2003-2013 has proved that the influence of economy, science and technology research environment are significant, which verifies the proposed model is rational and scientific. The article also proposes policy implications under the background of Beijing-Tianjin-Hebei integration.
