煤炭企业安全文化建设体系重构研究

A Study on Reconstruction of Coal Enterprise Safety Culture Construction System

针对我国煤矿安全生产面临的严峻形势,基于红柳林煤矿矿业安全文化建设实践经验,提出安全文化建设是煤炭企业解决安全生产问题的重要抓手。为了提高我国煤炭企业安全管理水平,指出需要重构煤炭企业安全文化建设体系。深入阐述煤炭企业安全文化的内涵与功能,从安全理念文化、安全行为文化、安全制度文化和安全环境文化4个维度,重构"四位一体"的煤炭企业安全文化建设体系。实现用安全塑造文化,用文化管控安全,最终达到"零轻伤、零伤害"的安全生产目标。

In view of the grim situation of coal mine safety production in our country, based on the safety culture construction practice experience of Red Willow Mining, it is proposed that safety culture construction is an important starting point for coal enterprises to solve the problem of safe production. In order to improve the safety management level of coal enterprises in China, it is pointed out that it is necessary to reconstruct the safety culture construction system of coal enterprises. This paper describes the connotation and functions of the safety culture of coal enterprises and based on the four dimensions of safety culture,safety behavior culture, security system culture and safety environment culture, reconstructs the safety culture construction system of coal enterprises. The purpose is to achieve safety production goals through the safety culture construction.
