制度与其他事物一样,应有一个从不成熟到成熟定型的过程。在推进国家治理体系与治理能力现代化的背景下,致力于我国社会主义制度体系的成熟和定型,是摆在我们面前的一项非常重要的任务。成熟定型的制度具有其特有的品相,如制度能够获得广泛的社会认同和社会支持,具有足够的弹性空间以适应不断变化的外部情势,具有平衡各种社会矛盾和社会冲突的处置能力,还具有自我调适和自我修复的强劲功能,等等。推进制度的成熟和定型,有必要通过积极的努力,促进制度的社会认同,提高制度的有效性和权威性,保持制度的连续性和稳定性。

Under the background of promot- ing national governance system and governance capacity modernization, it is a very important task to put forward the maturity and stan- dardization of our socialist system. It possess disposal capacity to balance various social contradictions and social conflicts. WhatSs more, it has a powerful function of self-adaptation and self- healing. To promote the maturity and standardized of institution, it is necessary to take active efforts to facilitate its social identity,improve its effectiveness and authority, and maintain its continuity and stability.
