合作治理中的政社关系与角色期待——以顺德为例

Relationship between Government and Communities and Role Expectation in Cooperative Governance——Taking Shunde as an Example

以调整政社关系为重要政策目标的政府职能改革,为政府与社会组织赋予了新的角色特征。一方面,在角色设定上,政府与社会组织的多重角色设定,容易造成双方在合作治理空间中所处的位置与其所具有的权能不匹配;另一方面,在角色期待上,政府对自身以及对社会组织的期待、社会组织对自身和政府的期待等四个层面也会出现冲突。广东省顺德的案例佐证了以上结论。正是这些问题的存在,导致政府与社会组织的合作治理仍然面临种种挑战。

The transformation of government functions＇, as an important public policy to adjust the relationship between government and communities, has renewed government and social organizations. On one hand, government and social organizations have different role-setting in different areas and stages of reform, leading to deviation between their status and capacities. On the other hand, role ex- pectations of government and social organizations also arouse conflict. These can be illustrated by an example of Shunde. Thus it is still difficult to carry on further reform on the relationship between government and social organizations in China.
