From Public Capturing to Participatory Governing:the Connotation, Mechanism and Value of the Sharing Service

分享经济的发展一定程度上改变了传统的公共服务治理模式,实现了公众对于公共服务责任从"俘获"到参与共治的转变,并催生了分享服务的公共服务治理新模式。相对于传统的公共服务供给模式,分享服务通过服务成本分担、服务边界明确、服务内容精确定制实现了公共服务治理模式的创新;通过自身的运行机制和支撑体系能够在一定程度上解决公共服务治理所面临的资源短缺、多元供给不充分和服务质量不足的问题,对未来我国的公共服务体系改革具有重要价值。

The development of sharing economics has changed the traditional mode of public service government which takes the responsibility for public services from public capturing to participatory government. Sharing service has become a new pattern to public service. Compared with traditional public service mode, sharing service takes the cost sharing, service boundaries clearing, and service content accurately custom to realize the innovation of public service. Through its operation mechanism and supporting system, sharing service solves the problem of resources shortage, single supplying and the insufficient quality. Sharing service has an important value to the reform of the public service system in China.
