国外排污许可证管理的经验与启示

The Experience and Enlightenment of Foreign Pollution Discharge Permit Management

在前期阐述、分析和总结美国排污许可证管理特点的基础上,分别对德国、瑞典、英国、加拿大、澳大利亚等国家排污许可证管理的管理类型、法律依据、技术要求、许可内容、监管方式、实施情况等进行总结分析。进一步从管理时段、管理对象、管理内容、排污许可证制度实施等方面分析了不同国家的管理特点及经验,并结合我国排污许可证管理现状及存在的问题,从完善法律支撑体系和管理体系、实行分类分级管理、完善信息公开和社会参与等方面提出完善我国排污许可证制度管理的对策和建议。

In the prophase of analyzing and summarizing the characteristics on American discharge permit management,this article summarizes and analyzes the type of discharge permit management,legal basis,technical requirements,permit contents,supervising pattern and implementation situation,respectively in Germany,Sweden,Britain,Canada,Australia and other countries.Further from the management period,management object,management content and discharge permit system implementation,the article analyzes the discharge permit management characteristics and experience of different countries.Combining the current situation and existing problems of discharge permit in China,countermeasures and suggestions are provided from the aspects of law system,classified management,information disclosure and public participation to improve the pollution discharge permit in our country.
