Exploration on Village Sage Council under NGO Perspective

乡贤理事会作为落实乡贤文化的重要载体,对于发扬传统文化、完善乡村治理有不可忽视的作用。乡贤理事会是一种非政府组织,在发展的过程中存在行政干预过多、金钱侵蚀公益性、外部发展环境不佳、内部管理机制不健全的问题,建议政府推行乡贤理事会管理去行政化,完善法制环境,培育文化土壤,为乡贤理事会创造良好的外部环境;乡贤理事会自身完善人员选拔、考核与培训,健全内部管理机制,更好地服务乡村。

Village Sage Council, as an important carrier for implementing village sage culture, plays irreplaceable role in developing traditional culture and perfecting village management. Village Sage Council is a kind of non-governmental organization, and has the problems such as excessive administrative interference, bribery, unwell external development environment and imperfect internal man- agement mechanism in the process of its development. As a result, the author suggests that government should develop Village Sage Council without administration, perfect legal environment, cultivate cuhural soil and create good external environment for the Council and that the Council should perfect internal management mechanism in sage selection, examination and training and should better serve the village.
