政府购买图书馆服务的实现方式是政府选择哪种契约关系与图书馆服务生产者合作,向社会公众提供图书馆服务。本文构建了市场型契约关系、参与型契约关系和网络型契约关系的理论框架,选取三个案例,对政府购买图书馆服务的实现方式进行了分析,提出了优化政府购买图书馆服务实现方式的政策性建议和进一步研究的方向。

The realization approach of government purchasing library services is that the government chooses what kind of contractual relationship to cooperate with the library service producers for providing library services to the public. This paper constructs the theoretical framework of market con tractual relationship, participatory contractual relationship and network contractual relationship, selects three cases to analyze the realization approaches of government purchasing library services, and puts forward the policy suggestions to optimize the realization approach of government purchasing library services and the direction of further research.
