科技创新失败项目政府补偿风险效应研究

摘要 从风险视角分析科技创新失败项目的政府补偿效应,在对政府补偿的风险内涵、风险因素及风险特征分析的基础上,构建政府补偿科技创新失败项目的风险效应机制及其模型。该风险效应机制包括风险诱惑效应、风险约束效应和风险平衡效应。风险诱惑效应和约束效应是两个此消彼长的作用力,平衡效应是两种作用力的一个平衡点。分析政府补偿的风险效应,可为科技管理部门创新失败补偿决策提供理论支持。 The effect of government compensating science and technology innovation failed projects is studied from the perspective of risk. The risk effect mechanism of government compensating science and tech- nology innovation failed projects and its model on the basis of analyzing risk connotation, risk factor and risk characteristic are built. The mechanism includes risk temptation effect, risk constraint effect and risk balance effect, in which temptation effect and constraint effect are two reciprocal actions, and balance effect is a balance of two forces. The risk effect of government compensating science and technology innovation failed projects is analyzed in order to provide theory guidance for the administrative department of science and technology making innovation failure compensation decision.
