The Jurisdiction of the Fengtian Clique and Japan over the Korean Nationality in South Manchuria——Based on the Analysis on Mitsuya Agreement

奉系军阀从自身利益出发,围绕治下的南满地区朝鲜民族之管辖权问题,即警察权的问题与日方交涉,双方彼此妥协利用,催生而来的《三矢协定》是日奉双方彼此勾结的产物。依据《三矢协定》的相关条款内容,考察中日就南满地区朝鲜民族的管辖权所展开的交涉过程,进而分析该协议的实质。

Mitsuya Agreement, which is concerned with the jurisdiction over the Korean nationality in South Manchuria,is the product of the compromise and collusion between the Fengtian clique and Japan. Based on the analysis on the terms of Mitsuya Agreement, the paper studies the negotiations between the Fengtian clique and Japan over the jurisdiction over the Korean Nationality in South Manchuria and tries to reveal the nature of this agreement.
